The purpose of this Local Commissioners Memorandum (LCM) is to issue the Maximum State Aid Rates (MSARs) for Foster Care Programs and In-State Committee on Special Education (CSE) Maintenance Rates for State Education Department (SED)-Approved Residential Schools for the period July 1, 2004, to June 30, 2005. This LCM also includes Foster Care Maintenance Rates currently in effect for Long-Term Residential Chemical
Dependency Programs licensed by the Office of Alcoholism and Substance Abuse Services (OASAS).
