GIS  08 TA/WMS003: Food Stamps Categorical Eligibility Clarification
07 ADM9 and ABEL Transmittal 07-3, Information # 5, provided districts with information regarding Food Stamps Categorical Expansion. This information specified that aged/disabled households that passed the 200% Gross Income Test and non-aged/disabled households that passed the 130% Gross Income Test were FS Categorically Eligible provided there were no FS sanctioned individuals in the household.

By being FS Categorically Eligible, the household is not subject to the FS Net Income test or a resource test. Such households must still, however, have their FS NET Income calculated to determine their FS monthly benefit amount. The final step of this calculation requires determining 30% of the household's NET income and subtracting this amount from the household's maximum Thrifty Food Plan Amount based on household size. If the difference is not greater than $1, the household is not entitled to a FS benefit, except if they are a one or two person household, in which case the household is eligible for $10 per month. For households of three or more where the difference between the TFP and 30% of the FS NET income is not greater than $1, and is therefore not FS eligible, the FS ABEL budget will show they have Excess Income. The Excess Income amount displayed will be the amount by which their NET Income would need to be reduced in order for their NET Income to be low enough to calculate out to a FS Benefit of at least $1.
