All persons applying for, or in receipt of, Department of Homeless Services (DHS) assistance, including those who are deaf or have hearing loss, shall have meaningful access to all DHS benefits and services, and be provided with communication that is as effective as that with persons without disabilities.
Consistent with the requirements of the Americans with Disabilities Act, and other relevant Federal, State and New York City laws, this Procedure establishes guidelines for the provision of auxiliary aids and services to persons who are deaf or have hearing loss applying for, or receiving, DHS services.
