The purpose of this policy bulletin is to provide staff with a clarification regarding the use of State/Federal Charge Code 31 (Unaccompanied Refugee Minor – Eligible Through Age 20 if They Entered the Country Before Age 18), which, when appropriate, is entered in element 307 of the Turn-Around Document (TAD) (DSS-3517).
