The purpose of this Administrative Directive (ADM) is to advise local departments of social services (LDSSs) of policy and procedures which must be followed in the administration of the Unaccompanied Refugee Minors Program. This ADM replaces 88 ADM-24. This ADM provides: • Direction to help local districts meet URM Program requirements. • Instruction so that 100% reimbursement for federal program costs may be claimed. • The regulatory framework for foster care services to this population, consistent with care and services available to the rest of the foster care population, and in compliance with the rules promulgated by the New York State Office of Children and Family Services (OCFS). • Direction and guidance on the reports required by the State Refugee Coordinator, by the Office of Temporary and Disability Assistance (OTDA) Finance Office, and by the federal Office of Refugee Resettlement. • General program information needed to facilitate the implementation of the URM Program.
