The policy clarification transmitted to you on November 12, 1991, by 91 INF- 61, Parent's Responsibility and Ability to Contribute to the Support of Their Children in Foster Care Care, is currently under review for two reasons.
First, a number of local commissioners have raised concerns about the impact of these policies on their operations and have recommended that the Department explore alternatives to the current policy. Second, the federal Department of Health and Human Services has commented on the INF, and we are preparing to meet with HHS representatives to resolve their concerns.
Accordingly, until those concerns are resolved, the Department recommends that you pend implementation of 91 INF-61.
