The purpose of this memorandum is to advise you that the New York State Department of Social Services will conduct two needs assessment public hearings on the development of the 1992-93 New York State Plan for the Home Energy Assistance Program. A copy of the public notice, which is scheduled to appear in newspapers statewide on May 14, 1992, is attached (Attachment A).
