The purpose of this letter is to advise you that as of April 1, 1995, the Department has revised the maximum state aid rates (MSAR) for foster care programs and private schools for the handicapped for the period April 1, 1995 through June 30, 1995. The revised rates were developed by applying an approved one year cost-of-living-adjustment (COLA) to the allowable historic program costs and an approved two year COLA to the model budget rate parameters.
