We have received notification from the Office of Refugee Resettlement in the Federal Department of Health and Human Services that Federal funding for eligible refugees is only available to the extent that sufficient funds are appropriated. Furthermore, Federal funding is available for administrative costs only for those assistance and service programs for which Federal funding is currently made available under the refugee program. The implications of those guidelines are that the State and local social services districts will be responsible for covering the non-Federal share of benefits and administrative costs for refugees receiving assistance under the ADC program. The State share of such administrative costs is limited to the district's administrative cost cap.
