The purpose of this memorandum is to advise local commissioners that, because there has been no action to finalize the federal budget, the status of the FFY 1996 Title IV-E Independent Living Program is still uncertain. In order to ensure the State's continued eligibility under this program the Department recently submitted the annual State application for the funds, as required by federal law. However, until a federal budget is enacted, funds for the current federal fiscal year (October 1, 1995-September 30, 1996) will not flow to the States. This is to advise you that many districts continue to have funds available from their Title IV-E Independent Living allocations covering the period 10/01/94 through 09/30/95.
