GIS 98 MA/031 States that the Administrative Directive 98 OMM/ADM-3, entitled "Medicaid Referrals from the Child Health Plus Program", was issued in April. It indicated that Child Health Plus (CHPlus) insurers would soon begin to supply the Department with listings of children who recently obtained CHPlus coverage who appear to be financially eligible for Medicaid. Local districts were asked to send a DSS-2921-P and a cover letter to each household, inviting them to apply for
Medicaid. This process is intended to be the first phase of a plan to meet one of the principal requirements of Title XXI, i.e., that all Medicaid-eligible children with CHPlus coverage be evaluated for Medicaid.
