The first purpose of this Local Commissioners Memorandum (LCM) is to request tuition payment data for 2004-2005 and 2005-2006 for educationally handicapped children who were reported to the New York State Office of Children and Family Services (OCFS) by social services districts pursuant to Section 4006 of the Education Law. The school year cycle begins in September and ends in June of the following year.
The second purpose is to encourage all social services districts to participate, to reduce their tuition costs.
