GIS 06 TA/DC028: Issuing Supplemental Disaster FS Benefits to Current Food Stamp Recipients Affected by the Disaster
OTDA has issued GIS message 06 TA/DC 028 ("Issuing Supplemental Disaster FS Benefits to Current Food Stamp Recipients Affected by the Disaster") -- see attached.
 
It explains that in addition to the replacement benefits for June 2006, FS recipient households affected by flooding in the 12 disaster counties who aren't already at the maximum benefit can be supplemented to the maximum level for their household size for the month of July. 
 
However, they must fill out Part H of the disaster benefit food stamp application in order to be supplemented to the maximum benefit level.  Completion of the LDSS-2921 (request for replacement benefits) alone will only supplement them to their regular FS benefit level.  (Apparently OTDA asked for permission to use the information on the completed LDSS-2921 to issue full supplements, but USDA said no.)
 
So,  households not receiving the maximum benefit should fill out both forms -- the LDSS-2921 to get a replacement benefit (their usual monthly FS benefit amount) for June, and the part H of the DBFSP application to get a supplement up to the maximum benefit level for the month of July.   Those who already get the maximum benefit just need to fill out the LDSS-2921.
