The purpose of this Local Commissioners Memorandum (LCM)is to issue the Maximum State Aid ates (MSARs) for Foster Care Programs and the In-State Committee on Special Education (CSE )Maintenance Rates for State Education Department (SED)approved Residential Schools for the period July 1,2005,to June 30,2006.This LCM also includes Foster Care Maintenance Rates currently in effect for Long-Term Residential Chemical Dependency Programs licensed by the State's Office of Alcoholism and Substance Abuse Services (OASAS).
