The purpose of this Local Commissioners Memorandum (LCM) is to provide the guidelines for the Annual Plan Update (APU) for the required county service plans (Child and Family Services Plan, Consolidated Services Plan, and County Comprehensive Plan) covering the period through December 31, 2006. These guidelines represent the next step in the development of new plan guidelines that are consistent with the operational policy of the Office of Children and Family Services (OCFS). County
Youth Bureaus and Local Departments of Social Services (LDSS) are required by statute to develop and submit to the State local multi-year plans for the provision of services and the allocation of resources.
