The purpose of this informational letter is to interpret and emphasize
Department policy and regulations regarding provision of a foster
child's educational background and record to foster parents or the
foster care provider with whom the foster child is placed. Title IV-
E of the Social Security Act was amended by P.L. 101-239, effective
April 1, 1990, to require the provision of educational information.
Accordingly, social services commissioners and voluntary child-caring
agencies are reminded of their responsibility to assure that current
Departmental policy and regulations are being implemented. The
following are references to Department standards.
