The purpose of this release is to notify local districts of an amendment to Department regulation 352.6 which provides for a public assistance security agreement or cash security deposit under certain circumstances. This amendment is effective on December 20, 1989 and clarifies the Department policy that in no case will temporary residence in a shelter, including those defined in Parts 900 or 1000 of Department regulations, a hotel/motel or any other such emergency or transitional residential facility be considered sufficient housing accommodations for purposes of denial of a security agreement or cash security deposit. Thus, continuing to house recipients in temporary accommodations rather than paying a security deposit to secure permanent housing is contrary to Department regulations.
