This letter provides clarification regarding an added Food Stamp income
exclusion. All allowances, earnings and payments to individuals
participating under Title I of the National Community Service Act of 1990
are excluded as income for food stamp purposes. Title I of this Act
pertains to the National and Community Service State Grant Program.
Projects under this program are subject to the same treatment as most
benefits under the Job Training Partnership Act. The types of activities
are broadly defined. Participants may perform any educational, human,
environmental, or public safety service that will benefit the community.
