The purpose of this letter is to provide SSDs with updated State Maximum
Standards of Payment for new state residents who apply for Home Relief
(HR). Chapter 41 of the Laws of 1992 established a special rule which
limited HR payments to persons who have not acquired or who lost State
residence in accordance with Part 310 of Department Regulations and who
apply for HR payments within six months of establishing residency in New
York State.
