On August 15, 1994, the President signed Public Law (P.L.) 103-296, the Social Security Independence and Program Improvements Act of 1994. This law establishes the Social Security Administration as a separate agency, and creates special requirements and limitations on Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) for individuals disabled based on a finding that drug addiction and/or alcoholism (DA&A) is a contributing factor material to the finding of disability.
