I. PURPOSE
The purpose of this ADM is to advise local districts of:
A. the January 1991 federal cost-of-living adjustment (COLA) in
Social Security (RSDI) benefits, and its impact on PA, MA, SSI
and FS;
B. the pass-through of the January 1, 1991 federal COLA in federal
Supplemental Security Income (SSI) benefits;
C. the impact of the increased SSI Congregate Care benefit levels
and increased minimum personal needs allowances (PNAs);
D. the January 1, 1991 increase in State supplementary payments to
residents of Congregate Care Level I - Family Care facilities;
and
E. the January 1, 1991 increase in the personal needs allowance
for MA-Only residents of intermediate care facilities operated
or licensed by the Office of Mental Retardation and
Developmental Disabilities (OMRDD), and residents of hospitals
operated by the Office of Mental Health (OMH).
