I. PURPOSE
This is to advise social services districts of food stamp replacement
procedures and how they are affected by the electronic benefit
issuance systems (Alternate Food Stamp Issuance (AFSI) system for
social service districts outside New York City, and Electronic
Payment File Transfer (EPFT) system for New York City).
