96 ADM-4: The Automated Finger Imaging System (AFIS) for
Public Assistance
I. PURPOSE
The purpose of this directive is to inform social services districts
(local districts) of the requirements of the Automated Finger Imaging
System (AFIS) for Home Relief (HR) and Aid to Dependent Children
(ADC). AFIS enrollment is a condition of eligibility for HR and ADC
adult or head of household applicants and recipients. This directive
will address the operational requirements of finger imaging, the
restrictions to which districts must adhere, the impact of finger
imaging on eligibility and the AFIS requirements for the food stamp
(FS) portion of a HR or ADC case.
