I. PURPOSE
The purpose of this directive is to advise you of changes in
Department regulation and policy on the use of race, color, or
national origin as a consideration in foster care and adoptive
placements and in the recruitment of foster and adoptive parents.
These changes are in compliance with the provisions of the federal
Multiethnic Placement Act of 1994 (MEPA), and the Civil Rights Act
of 1964 (Title VI).
