04-OCFS-LCM-02:Update on Implementation of Chapter 280 of the Laws of 2002 – Required Domestic Violence Training for CPS Staff
The purpose of this Memorandum is to advise social services districts of the status of the implementation of Chapter 280 of the Laws of 2002. This Chapter Law required that all child protective services (CPS) staff, including supervisory and administrative staff, attend training to develop an understanding of the dynamics of domestic violence and its connection to child abuse and neglect. Staff whose sole CPS responsibility is after-hours coverage are encouraged, but not required, to attend. The law also required that the New York State Office for the Prevention of Domestic Violence (OPDV) develop the training course in conjunction with the Office of Children and Family Services (OCFS).
