In July 2003 the Office of Medicaid Management issued “Clarifications Regarding Use of the DMS-1 for the Long Term Home Health Care Programs (LTHHCP)”. The Clarifications were attached to a letter dated July 1, 2003, signed by Betty Rice, Director, Division of Consumer and Local District RelatioThis is in reference to the Family Planning Benefit Program (FPBP). See Directive 02 OMM/ADM-7 that was issued to the Commissioners of Social Services in December 2002. The Family Planning Benefit Program was approved as an amendment to the 1115 Partnership Plan Waiver to expand Medicaid eligibility for family planning services (90% federal/10% state share) to individuals of childbearing age whose income is at or below 200% of the federal poverty level (FPL). Implementation began in October 2002.
