03 OCFS LCM-01 The purpose of this Local Commissioners Memorandum (LCM) is to provide guidance regarding the workforce recruitment and retention add-on for child care and social work staff employed by child caring agencies for which the Office of Children and Family Services (OCFS) sets rates pursuant to Section 398-a of the Social Services Law (SSL) and Sections 4003 and 4405 of the Education Law (EL).
