02 OCFS LCM-12 The purpose of this memorandum is to advise social services districts of their district-specific allocation of $4.6 million made available in New York’s 2002-03 budget for the purpose of providing preventive and other supportive services to persons in need of supervision (PINS), ages sixteen and seventeen. Information concerning client eligibility is provided for this special, 100% Federal non-district match funds being made available to support implementation of the PINS-age jurisdiction law that took effect on July 1, 2002.
