01 OCFS LCM-18 The purpose of this Local Commissioners’ Memorandum (LCM) is to advise local social services districts of the Federal Social Services Block Grant (Title XX) Emergency Disaster Relief allocations. The Grant Awards are available for expenditures made in accordance with the State’s plan under Title XX of the Social Security Act, as amended, until expended.
