The federal welfare reform legislation eliminated the former Title IV-A JOBS-related and employment-related child care programs, the Transitional Child Care program, and the At-Risk child care program effective October 1, 1997. A new federal child care program was established, the federal Child Care Development Fund (CCDF), which includes the new federal Title IV-A entitlement funds and federal Title IV-A matching funds combined with the federal Child Care and Development Block Grant (CCDBG) funds.
