81 ADM-55: Implementation of the Applicable Provisions of the Omnibus Budget Reconciliation Act of 1981 (Public Law 97-35)
The Omnibus Budget Reconciliation Act of 1981 (P.L. 97-35) contained numerous provisions affecting the Aid to Dependent Children Program (ADC). Interim final regulations implementing these provisions were published on September 21, 1951 by the U.S. Department of Health and Human Services effective October 1, 1981. The State Social Services Law was revised to reflect the federal changes and to make changes in the Home Relief program by Chapter 1053 of the Laws of 1981.

The purpose of this Administrative Directive is to advise local social services districts of the changes in ADC which have resulted from P.L. 97-35 and Chapter 1053, changes in the Home Relief (HR) program and to provide instructions for implementation.
