82 ADM-78: Allen v. Blum: Budgeting the Income of a Spouse or Parent Who Fails to Apply for Public Assitance
I. Purpose The purpose of this administrative directve is to advise local social service districts of a change in the Department's policy on budgeting the income of a spouse or parent who fails to apply for public assistance and to have his income applied against the needs of his family. This change is bieng made as a result of litigation in the case of Allen v. Blum.
