The purpose of this GIS is to provide social services districts (districts) with information about an Office of Children and Family Services (OCFS) / Office of Temporary and Disability Assistance (OTDA) jointly developed publication: "Having a Voice and a Choice: New York State Handbook for Relatives Raising Children."
OCFS released 09-OCFS-ADM-04 on February 9, 2009, describing the requirements for caseworkers to distribute this handbook to relatives considering caring for children who have been protectively removed, as well as in certain other circumstances. At the time of the release of the ADM, OCFS sent an estimated annual supply of the handbooks to the Child Protective Services unit of each district.
