10-ADM-06: 2010-11 Flexible Fund for Family Services (FFFS)
The purpose of this ADM is to provide districts with information, forms and procedures necessary to implement the FFFS, including requirements for submission of performance and accountability information for the SFY 2010-11. The FFFS plan template is a multiple tab file in Microsoft Excel© that is similar to last year's plan template. New this year, to alleviate some of the manual work associated with FFFS Plan processing, a Microsoft SharePoint© site has been developed to host the SFY 2010-11 FFFS Plan processing and subsequent approved plan revisions; functions include local plan development, submittal, review, approval and comments. Additionally, the new FFFS site will provide useful resources for district users, related to FFFS.

As part of FFFS programming, we will continue to support the TANF Reporting and Control System 2 (TRACS 2) for districts to provide updated 2010 TRACS 2 plans, with current and detailed program and budget information on funded TANF Employment and Services projects. To facilitate SFY 2010-11 data collection, there are changes to the TRACS 2 Plan template, included in Section V.A.2.

Districts must submit their completed SFY 2010-11 FFFS Plan Application (Attachment 2) via the FFFS SharePoint site and the corresponding SFY 2010-11 TRACS 2 Plan detailing TANF Employment and Services project information, for review and approval by OTDA and OCFS by September 3, 2010.
