The purpose of this letter is to inform you of Chapter 454 of the Laws of 1978 Which authorizes a "pass-through" of the July 1978 federal cost-of-living increases to most SSI recipients in New York State and increases the State supplementation amount provided to some SSI recipients residing in congregate care facilities. The same legislation also increases the eligibility standards for certain MA-Only households. The impact of this increase in MA-Only eligibility standards and impact of the pass-through on the Medicare buy-in list is covered by 78 ADM-53 dated July II, 1978.
