The purpose of this policy bulletin is to inform all Job Center and Non-Public Assistance (NPA) Food Stamp (FS) Office staff that the New York City Home Energy Assistance Program (HEAP) will issue a one-time supplemental energy grant to senior citizens age 65 and over who were approved through the application process during the 2004-2005 HEAP season.
