#05-137-ELI: Food Stamp Applicants With No Income
The purpose of this bulletin is to remind staff at the Non-Public Assistance (NPA) Food Stamp (FS) Offices of the following: An individual/household does not need to have income in order to apply for FS benefits at an NPA FS Office. If an individual/household without income applies for FS benefits at an NPA FS Office, the application must be filed and processed as per standard procedure. Under no circumstances should the individual/household be directed to file a FS application at a Public Assistance (PA) Job Center unless the individual/household indicates that she/he wants to apply for PA as well as FS.
