The purpose of this policy bulletin is to inform Job Center staff of the settlement terms of the Watts v. Wing class action lawsuit. Previously, New York State (NYS) collected public assistance (PA) overpayments from the State income tax refunds of public assistance participants. This was known as the State Tax Refund Offset Program (STROP).
