The instructions in this policy directive are for staff in Job Centers and Non-Public Assistance (NPA) Food Stamp (FS) Offices and are informational for all other staff. The Emergency Home Energy Assistance Program (“E” HEAP) provides Emergency HEAP grants to low-income families and individuals who pay separately for heat and/or heat-related utility service. (This Policy Directive Replaces PD #04-09-ELI)
