The Refugee Act of 1980 established a Federal domestic refugee program to provide assistance and services to refugees in the United States (U.S.) to help them become employed and economically self-sufficient as quickly as possible. Federal refugee assistance is provided to refugees primarily through a state-administered refugee program; the state of New York has participated in the refugee program since its inception in 1980.
