The Client Identification Number (CIN) is intended to be a unique identification number assigned by the Welfare Management System (WMS) to all individuals applying for public assistance, Medicaid and food stamps (PA/MA/FS). It is required for all eligibility determinations processed for a case or individual. When there is more than one CIN match, the hierarchy for CIN selection must be used to determine which is the appropriate CIN.
