The purpose of this Center Director (CD) Memorandum is to remind staff of the current procedure to assist individuals entering the United States from Afghanistan who are applying for benefits and/or assistance through Cash Assistance (CA), the Home Energy Assistance Program (HEAP), the Supplemental Nutrition Assistance Program (SNAP), and Refugee Cash Assistance (RCA).
