The purpose of this policy bulletin is to provide guidance to staff on meeting the needs of individuals and families entering the United States (US) from Afghanistan who are applying for benefits and/or assistance through Cash Assistance (CA), the Home Energy Assistance Program (HEAP), the Supplemental Nutrition Assistance Program (SNAP), and Refugee Cash Assistance (RCA).
