The purpose of this policy bulletin is to inform Job Center and Non Cash Assistance (NCA) Supplemental Nutrition Assistance Program (SNAP) Center staff of the changes in the eligibility requirements to receive a heating/cooling Level I standard utility allowance (SUA) as mandated by the Agricultural Act of 2014. The changes apply to SNAP certification periods that begin on or after March 10, 2014.
