"This policy bulletin is to advise Job Center staff that a new issue code, 984 (Employability Tracking Code), has been added to the Fair Hearing Information System (FHIS). Issue code 984 is used by Fair Hearing (FH) staff to track the outcomes of FH cases selected for the new Contesting Employability * Medical pilot program. This pilot program, coordinated between the Human Resources Administration (HRA) and the New York State (NYS) Office of Administrative Hearings (OAH), selects a subset of cases involving issue code 700 (Employability Exemption/Restriction * Medical) that are scheduled to go to Fair Hearing. The Fair Hearings for these cases will be held with a registered nurse (RN) in attendance, acting as a third-party medical consultant to assist in evaluating the documentation provided by the Wellness, Comprehensive Assessment, Rehabilitation and Employment (WeCARE) unit and/or the applicant/participant's medical practitioner. Issue code 984 is entered into FHIS by the State Fair Hearing Officer for cases on the Contesting Employability * Medical pilot calendar when a FH decision is rendered. Effective Immediately"

(you can find it in the PB archives) His email attached State OTDA's OAH Procedures Transmittal 06-13, dated September 28, 2006, which announced HRA's pilot project and which designated a new "issue code #948" to be added by the ALJ to help HRA track these hearings.
