The purpose of this Policy Bulletin is to inform all Job Center Staff and Non Cash Assistance Supplemental Nutrition Assistance Program (NCA SNAP) Center staff that the Helping Hands for People in Need (PUB-4916) brochure issued by the New York State Office of Temporary and Disability Assistance is no longer required in NCA SNAP and Cash Assistance application/recertification kits because the information provided in the brochure is now available on other notices.
