The purpose of this policy bulletin is to inform Job Center and Non Cash Assistance Food Stamp (NCA FS) Center staff of the treatment of adoption subsidy payments, foster care payments, and Kinship Guardianship Assistance Program (KinGAP) payments for Cash Assistance (CA) and Food Stamp (FS) budgeting purposes.
