All applicants and participants who are not Family Assistance (FA) or Safety Net Federally Participating (SNFP) eligible, but who are residing in the same home as an FA or SNFP household, must be assessed to determine if the applicant or participant can be designated as an Essential Person on an FA or SNFP case.
