Recent Benefit Data
WMS provides immediate access to benefits that have been issued in individual cases for the past ten months or so. On the New York City version of WMS (WMS/NYC), there are three types of reports for this recent benefit data:
• All Benefits Issued (Report NQCS5A), which lists:
- all forms of cash assistance [Family Assistance (FA), Safety Net Assistance (SNA), Emergency Assistance to Families (EAF), Emergency Safety Net Assistance (ESNA), Emergency Assistance for Adults
(EAA) and Home Energy Assistance Program (HEAP) benefits], and
- all Food Stamp benefits.

• PA Benefits Issued (Report NQCS5B), which only lists:
- all cash assistance.

- all Food Stamp benefits.

Older Benefit Data
WMS is able to retrieve (usually overnight) all archived data on cash assistance and Food Stamp benefits stored on computer tapes since the late 1980s for individual cases, regardless of whether the case is currently active or closed. Example
You need information on all cash assistance and Food Stamp benefits issued for a current recipient from July 1, 2002 to the present. Your PPPL request to OTDA might seek:
A listing of all cash assistance and Food Stamp benefits issued to or on behalf of [recipient's name] for the period from July 1, 2002 to the present.
As used in this request, the term, "cash assistance," refers to all forms of direct and indirect money payments, including but not limited to Family Assistance (FA), Safety Net Assistance (SNA), Emergency Assistance to Families (EAF), Emergency Safety Net Assistance (ESNA), Emergency Assistance for Adults (EAA) and Home Energy Assistance Program (HEAP) benefits.
I believe that such data is stored on New York State's Welfare Management System (WMS) and is available in the following report formats:
• "All Benefits Issued" Report (NQCS5A), or its equivalent, for current and recently issued assistance and benefits, and
• "Benefit History Archive Retrieval Report (WINR0416), or its equivalent, for archived data on assistance and benefits not contained in the "All Benefits Issued" Report referred to above.
