OTDA and OCFS share the same PPPL regulations, which are found at 18 NYCRR Part 339. Significantly, 18 NYCRR ยง 339.11(c) provides that "There shall be no fee for providing copies of records when the data subject is a person applying for or receiving public assistance or care or food stamp assistance."
